Creation Of New Education Zones a well come step

Worthy principal Secretary School Education Department has constituted a committee comprising of six officers headed by Additional Secretary School Education Department.
As burden or workload on Zonal Education officers was increasing day by day due to the reasons that re-organization of this prestigious department was done during the year 1992 and since then a large number of new Schools were opened, some schools were upgraded to Middle, High and Higher Secondary level and also a large number of afresh posts of teachers, Masters, Lecturers and other ministerial staff were also created from 1992 to till 2019. Besides posts of headmaster and principals have also been created during the said period. Since zonal Education Officer is a nodal officer of each Zone. He/she has to distribute the information received from higher authorities to all the heads of primary to Higher Secondary Schools and also he/she has to collect the information from all schools, consolidate and compile it at zonal level and thereafter same is submitted to the higher authorities. When number of officials/officers working in a zone is more than then work load is also more on an officer.
With the increase in the number of Schools, the number of employees working in the whole zone have also increased many fold due to which the work load has also increased.
Because of day by day increasing work load a zonal Education officer is under compelling circumstances to remain present in his/her office or he/she has to attend different meetings convened by different authorities and thus a zonal Education officer is unable to perform inspection of different Schools which is otherwise necessary for proper functioning of all such Schools and imparting of quality Education can be made possible only when all the Schools falling in an Education Zone will function smoothly up to the expectation of the Society so that all the students reading in all such Schools will achieve desired learning level or efficiency required to achieve some beautiful post for serving the society in a most efficient manner.
An average for fifteen to eighteen working days a zonal Education Officer must perform inspection of different Schools. This would be possible only when a Zonal Education Officer must be free from official and other related works/duties which will be possible when work load of Zonal Education officer will decrease up to the limit as it was for a Tehsil Education Officer or for Block Education officer prior to reorganization of School Education Department.
As far terms of reference of reference of the committee are concerned, demand for creation of new Education Zones shall be examined on the basis of enrolment of the students, topography of the area and boundaries of the community development block.
As far literacy rate of these areas is concerned, it is far less than the literacy rate of urban areas. Thus on account of this factor need of the hours is that government must pay more attention towards these far-flung areas which would be possible only when new Education zone would be created for these areas.
As far topography of this far-flung area is concerned there are some zones of far-flung areas of Additional District Kotranka in which Schools are not connected by roads. More than sixty percent Schools situated in these areas are situated at such a distance far away from each other that an officer can hardly inspect three to four Schools per day and thus a zonal Education could be able to inspect minimum seventy-five to eighty Schools per month. Besides the enrolment in all the Schools is far more than the schools situated in urban areas. This fact makes it apparent clear that a new Education zone can be considered for creation for seventy to eighty Schools situated in this far-flung areas so that proper mechanism for inspection of these schools can be made possible.
When new zones would be created for the Schools situated in far-flung areas then zonal Education officer will also get sufficient time to sit in the office and thus all the genuine issues of all these teachers would also be resolved and thus all the teachers will work with more dedication and devotion when they would be problem free.
A zonal Education officer will also get sufficient time to examine and verify the financial matters of his office and this will help an officer to save the Government exchequer for excess drawl.
The purpose of writing this Article is to apprise worthy chairman of the committee through the medium of this article by publishing it in this esteemed Newspaper that low literacy rate may also be considered a factor for creating new Education Zone in the far-flung areas because with the creation of new Education zones literacy rate can be increased with proper monitoring and inspection of all the Schools at par with the Schools located in urban areas of Union Territory of Jammu and Kashmir. It is also requested to worthy principal Secretary School Education Department that posts of ministerial and other staff including the post of Zonal Education officer may also be creates for all the hanged zone as and when posts will be created for new Education zones so that all the zones could function properly for the betterment of society and the Nation.
Pertinent to mention here that when Education Blocks had been created then only one post of Block Education officer was created and at the time of re-organization the post of Block Education was designated as zonal Education officer and till date work in all such zone which are without requisite posts, is carried on internal arrangement basis.
