There are particular purposes of appointing an officer which includes to control and command all the subordinates working under him so that all may work honestly with dedication and devotion for serving the society. At the same time it is mandatory for every officer or it can be said it is his responsibility that he may resolve all the genuine issues and all the genuine demands of all the employees working under him in the similar manner or rather with more efficiency then a head of family who manages all the things of their need and demand of all of his family members and also accepts all of their genuine demands. A head of the family may or may not be an educated and well qualified person but an officer is always an educated, a well-qualified and an experienced personality. An officer of Education department must have many unique traits ,qualities and values which are generally requires for smooth and smart functioning of an educational institution or an office so that quality Education could be imparted to the students of the very institution or various Schools functioning under the control of a particular officer. He must has certain capabilities and qualities which raise him very high when compared with other staff member working in his subordination. He. Must has the unique distinction of having certain superior qualities which must be adopted by his subordinates for performance of their duties in an excellent manner with dedication and devotion. This in turn will brings obedience and respect from all others. Following are the traits and qualities which are required to be attained by an officer in order to become a competent officer:
In the present era of Science and Technology an officer must be super intelligent. Since no one can deny the fact that Education creates all sort of values, abilities, capabilities and qualities which are required to run an institution smoothly. For an officer to be most competent he must have complete knowledge of rules and norms of various kind which must be necessary to run an institution or an office in a most efficient manner. He must have sufficient understanding power, motivation power, convincing power, satisfying power and more ability than all other officials /officers working in his control or in his subordination. Since when an official is promoted as an officer then he will have to work in the institution or office as a drawing and disbursing officer thus he will be required to give dictation, to check mistakes if any , to read and understand and then accord approval to any document/file or case for further submission to higher authorities . Thus for being competent for these purposes he must have full command over writing, dictation , drafting and understanding .An officer must also be competent in writing and drafting from the point of view that when he is deputed to other States/UTS in order to see the methods , trends of imparting quality education there in different institutions then after his visit he must prepare such an appropriate report for submission to his respective department so that such report will be prepared like an important document viz an appropriate rule /Act which would be used by the department for years in the future for making improvement in teaching learning processes in different Schools of union territory.
He must be regular and punctual in performing his legitimate duties. He must have command over delivering a model lesson before his subordinates. He must have more tolerance and patience so that he would be able to give patience hearing to students, officials, officers or even to negative minded people’s or general public of particular area, where he would have been posted . These are two important values required for dealing for the satisfaction of General public. He must be a good speaker having good ability to speak and equal ability to listen. He must have full knowledge of various Schemes launched with different components viz SSA, RMSA ( now SMAGRA).He must be expert in rules/ knowledge and cordial formalities required to be observed for determining the eligibility of various officials/officers of his office or institution for according sanction to any sort of benefit. He must be expert in service Laws/rules, recruitment Rules and promotion rules so that he must be able to processes the case, of any official/officer for consideration of higher authorities. If he would have proper knowledge then he would processes only genuine case so that time would not be wasted while examining such case at higher level. He must be expert in Accounts , Budget formation and planning so that he would be able to check budget of his office or various institution working under the control of his office and would also be able to conduct audit himself if required .He would be expert in planning then most appropriate and maximum possible budget will be prepared by various offices under the control of his office because while preparing budget due care would be taken by all the concerned that no deficiency Or discrepancy of any kind would be found at the time of checking such Budget for further submission to the higher office. He must always try to do Justice with every official/officer working under his subordination.
He must be expert in giving instructions to officials/officers of department under his control .He must be sufficient competent to take every situation under his control in order to resolve it. He must have full knowledge of various principles required for working honestly. A successful officer must have a sound philosophy which should serve as a basis for the enhancement of learning level of all the students reading in his School Or in different Schools under his control. He must be competent in distributing responsibilities among various officials/officers or among officers of department under his control so that all must play their positive role for over all development of the department. He must have ability to resolve the differences among his officials or the officers so as to keep them all unite at one platform. He must have ability to translate group decision of his subordinates in to appropriate and required actions. He must be a man of integrity and man of character because:

Goes the ways;
And Shows the ways.
He must have a good sense of humour so that any most tense situation could be saved with such a sense of humour. He must have a scientific attitude which consists of observing correctly, drawing valid and justifies conclusion from the given facts and then making sound and proper generalization. He must have quality of adjustment or mixing with his colleague’s .He must have good judgmental power, sound imagination, sympathetic and democratic attitudes, flexible attitudes and open mind. He must be an honest and straight forward officer. If he is honest and have an ethical behaviour as a key value then his team will follow him and in this way his institution or all institutions under his control will get a team of honest officials/officers. He must have ability to lead in any situation. He must always look for constructive or positive solution of every problem. He must always work for the future of Nation but not for his personal benefits or personal benefits of his subordinates. He must always have strong ideas for addressing of various problem. He must have a good memory to remember and resolve the problems or demands projected by his subordinates. One important fact worth mentioning here is that when an officer will be sufficient competent and efficient then need will not arise him to criticize official/officers working under him, rather he will teach, guide, inspire and appreciate them all for their hard work. He will do so with love and affection by using the talent blessed to him by Almighty. In this way all official/officers will be encouraged to work with more satisfaction under his abled guidance with dedication and devotion. When his efficiency and competency will be known to all officers then they will also remain mentally prepared for performing their duties honestly.
A officer blessed by Almighty for serving the society and Nation can have many hidden traits or qualities, abilities and capacities than the discussed above in this Article which makes it apparent clear that the only trait of delivering good speech in the gathering of a thousand or more people is not enough ability Or capacity to become a competent officer. Moreover purpose is also to apprise all the officer of Education department about traits and qualities of a good officer for their consideration so that every officer must try to inculcate all such qualities and values for becoming a most competent officer for serving the society and must resolve all the genuine demand of all the subordinates working under his control by making proper use of power vested in his chair and also the use of qualities and values which he has gained Or learnt by serving in his respective department for such a long time. When an officer will fulfill all the genuine demands of his subordinates falling with in the ambit of rules and norms then certainly work efficiency of his office or department will increase manifold.
