Aspirants Want Jon, In Return Are Being Exploited

I regret to highlight the various drawbacks so far recruitment board or recruitment is concerned. Whole system dealing with recruitment process should be overhauled only then fruitful results are expected.
Let’s begin with main recruiting agency in J&K i.e JK service selection board, this institution has been entrusted with great responsibility, but have they acted as per demand/ wish of aspirants or not? Answer to this can be given by the aspirants who applied for various posts advertised by JKSSB & deposit their parents hard earned money as application fee , burning their midnight oil to get berth in selection but at eleventh hour JKSSB withdraws advertise notification after several years. For instance few days back JKSSB withdraws advertise notification under special recruitment rule ( i,e SRO 202 of 2015) .under this special recruitment rule ,whole recruitment process should have been completed within few months, why JKSSB fails to do so & now after several years they withdraw advertisement notice.

ENTRUSTING ANY RESPONSIBILITY (TO DO CERTAIN SPECIFIC JOB / TASK ) CAN’T PROVE FRUITFUL UNLESS ACCOUNTABILITY PROVISION IS MENTIONED THEREIN.HAVE THERE BEEN A PROVISION OF ACCOUNTABILITY IN JKSSB RULES ,STORY WOULD HAVE BEEN DIFFERENT
IF RECRUITMENT BOARD AT NATIONAL LEVEL LIKE STAFF SELECTION COMMISSION CAN PUBLISH RECRUITMENT CALENDAR IN WHICH EVERYTHING IS CLEARLY MENTIONED EG. DATE WHEN ADVERTISEMENT NOTICE WILL BE PUBLISHED,WHEN EXAM WILL BE HELD , WHEN RESULTS ARE BEING DECLARED. WHY JKSSB CAN’T DO SO .ITS ONLY ACCOUNTABILITY THAT MAKES DIFFERENCE BETWEEN THESE TWO RECRUITMENT BOARDS.

Several Questions Arises Which JKSSB Must Answer
Why they fail to complete recruitment process within reasonable time, in certain cases posts advertised since 2003 are yet to be fulfilled!
Why they withdraw posts advertised under special recruitment rule of 2015? why exams have not been conducted till date? under special rule whole process was to be completed within few months
When aspirants who deposit fee in Jkssb account will get back their hard earned money! JKSSB collected fee in crores and at eleventh hour withdraw notification. On moral ground refund fee to aspirants.
There is no doubt that on certain cases their are court issue etc but they are exceptional cases overall JKSSB needs to improve as well as overhaul system. One aspirant know to me worked very hard for supervisor post (social welfare dept) for 2 years but when he was expecting of selection in exam, JKSSB withdraws advertise notification of that post also, when she came to know that these posts has been withdrawn she faces depression, disappointment etc
Not only recruiting agency, policy makers have vital role they should frame law in such a way so that no controversy arise. For instance a rule came into effect regarding class 4th post that graduate or above are not eligible for class 4th posts. May policy makers answer to a simple question i.e Class 4th employees are promoted as junior assistant but as per rule junior assistant should be graduate and have typing skills ,if graduate is not eligible for class 4th how can u promote class 4th employees as junior assistant? contaversial policies are followed by court cases, results in delay in recruitment process.
“Another important burning issue is matter of recruitment under various schemes, programs, policies. This is a matter of grave concern and recruitment under various schemes programs policies have led to extreme form of exploitation. “Before proceeding further we should know about supreme court’s judgement on “in state of Punjab and ors Vs Jagjit Singh and ors’ supreme court ruled that temporary employees performing similar duties and functions as discharged by permanent employees are entitled to draw wages at par with similar placed permanent employees’
Let’s know how employees recruited under various schemes programs policies have face worst form of exploitation, they are going on strike every day for getting ‘equal pay for equal work’ . for instance in order to implement MGNREGA in ruler areas thousand of highly qualified youth were selected on meagre salary and are working since last 10_15 years. But they don’t have job policy and are getting meagre salary on which it’s hard to run families. Against VLW permanent employee of same department and performing same duties receives more than 50 thousand salary these MGNREGA employees are being paid 6 thousand. Are not they facing worst form of exploitation. Same is the case with NRHM employees who perform duty round the clock but are facing same issues. On the other hand their service is highly appreciable. Even during hard times they left no stone unturned to provide better services.
Another important and foremost issue as well as demand is that there should be single recruiting agency in a state / UT. Otherwise spoils system takes birth if recruitment is done by various institutions .for instance JKSSB should recruit all employees for class 2,3,4th for every institution ie. All government departments , universities etc . No recruitment under any circumstances be done by other institutions except specially authorised recruiting agency (like JKSSB)
To sum up we hope that recruitment board & policy makers will improve as well as overhaul system so that aspirants may not get disappointed recently JKSSB advertised posts for account assistant & class 4th, hope this time recruitment process will b unparallel (completed within reasonable time)
